From the National Weather Service:

A significant severe weather outbreak is expected this afternoon and evening.
An area of showers and thunderstorms will cross New York's southern tier and northeast Pennsylvania through mid-morning. Although storms could produce locally heavy downpours... Small hail... And wind gusts to around 40 mph... Severe weather is not anticipated with this initial batch.

There may be a relatively brief period later this morning and early in the afternoon... Roughly between 9 am and 2 pm... Where the weather is mainly rain-free... With only isolated showers and thunderstorms.

However... If this break occurs... It should be short-lived. During the afternoon and evening period... Generally between 2 and 10 pm... Thunderstorms should become more numerous... With a better threat of severe storms. It appears the main severe weather threats will be damaging winds and large hail... But a few tornadoes cannot be ruled out.
